We covered a bikini top with shells made out of crape paper and made the tail by cutting up green ones of those foily looking sunlight reflectors you put in the windows of cars, then we sewed them together in a tail shape. Finished off with a yellow sparkle wig she looked like the most awesome bodgey costumed mermaid ever. Failing the mermaid thing you could always just go as plankton.
