Milan Rabszski on the Importance of Picking Legal Casinos

Milan Rabszski, the Polish gambling expert, is on a workation in Italy. He intends to learn as much as he can about the Italian gambling industry while sipping some wine and looking at the most appetizing, authentic, and, meanwhile, still very hot pizza. After a week with the sonorous name “Ciao Milano od Milana” filled with seminars in Milan, he has traveled to the city of Genoa, intending to take in the gothic architecture, visit the world’s 2nd tallest traditional lighthouse, and, of course, to gamble!

Taking advantage of his quick stay in Genoa, Radio Azzurra 88 Rete Liguria assigned their best RJ, Giorgio Faletti, to interview Mr. Rabszski regarding his expertise on Polskie online casino.

This is what Millan has to say, between a glass of wine and Pesto Pizza, about why players need to pick legal casinos to gamble safely.

We hear you have a different definition of a legal casino. Please tell us more.

Casinos come in two forms, legal and licensed. In most countries, like, say in Italy, casinos are licensed and legal. They overlap, so you can’t tell the difference. Back in Poland, our regulations are a little different. We consider a casino to be legal if it is ratified by the regulating authority (i.e., our local government) and has an address in Poland. That means licenses from the UK, Malta, or any other gambling authority licenses are nothing unless the casino gets the green signal from the government.

Why do you think the definition of legality changes between our countries?

Legalities are usually decided by a country’s governing body. Poland revised its gambling act in 2009. “I remember vividly the day it happened. My friends and I were planning a trip to a local casino to try out their slot machines.”, recalls Milan. Things soon turned sour; even though Polish gamblers immediately invested in opening online licensed casinos, the government had prosecuted thousands of people for illegal online gambling by 2014.

“Whereas in countries like Italy, it is not as heavily regulated. Thanks to that, I enjoyed an exciting evening at Bingo Augustus. And there is no way I would refuse pasta for 1 Euro!” laughed Milan heartily.

As for Poland, I have no choice except for Total Casino from Totalizator Sportowy, which is, by tradition, a state-owned entity.

You have experience gambling in many countries, including here in Italy. What kind of differences and similarities do you notice between home and here?

A major difference I have noticed is the standard of the casinos and the quality of games available. The involvement of international gambling authorities and software providers has given Italian casinos brilliantly designed and well-structured gambling systems. Microgaming and Bwin are legit software providers that seem to be most popular among the casinos.

Unlike Italy, due to stricter gambling restrictions, the gambling experience in Poland feels like it needs a makeover. “If only I could sew suits like Giorgio Armani to look like James Bond!” laughs Milan. Jokes aside, Microgaming and BetSoft are most commonly seen as game providers in Poland. The games are top-notch, but there is a need for a gambling industry revolution in Poland that will bring about the right changes and opportunities for gambling enthusiasts.

Is the process of getting a license any dissimilar due to these differences?

Back home, the licensing process varies based on what type of license the casino wants. The casino start-up applicants are requested to submit several documents along with an application form. Some of the essential additions to the license applications involve the details of the games, rules, and regulations the casino will abide by, for instance, prohibiting players below the age of 18, the address of the website with its technical documents and expert opinions confirming the authenticity of the casino’s claims.

The application process is very long, taking about 6 months, and every document needs to be translated into Polish by a certified translator. The rest remains at the mercy of the regulator.

Italy, on the other hand, has it easy, much like the rest of Europe. Since the government doesn’t require the casino to be a legal entity, the process of application is based on where you are applying. Some license-providing bodies are known to be more lenient than others, but the basic procedure seems to be the same. You submit an application form with the necessary documents. If the casino meets the standards, and once approved by the ADM (Agenzia delle Dogane e dei Monopoli), a license http://topkasynoonline.com/licencja-na-kasyna/ is granted.

“Of course, the one thing in common between the two is the hefty fee the applicant needs to pay. Owning a casino is no poor man’s job!” sighs Milan.

Milan, what makes Italian and Polish casinos stand out in their own right?

The most prominent features that help Italian casinos stand out are the payment methods. Players can use a plethora of options to deposit and withdraw money. On the other hand, since the casinos are legalized in Poland, the payment methods are restricted to ensure the winnings are taxed, and the deposits are tracked.

A feature that is specific to the Polish casinos is the presence of certain favorite Polish games like Keno and local TV series-themed slots. Of course, that is what helps Italian casinos stand out too! “Last night, I encountered a slot machine that was heavily Roman-themed. With Pesto Genovese aroma in the air, I was reminded I was in this beautiful country.” Milan smiled.

Finally, where can our audiences find more information about legality?

The Regulation of Gambling: European and National Perspectives by Alan David Littler and Cyrille Fijnaut is a great start to understanding the legalities of casinos. “A lot goes into making a well-functioning casino, and it takes time and edification to understand the nuances of it all,” says Milan “Alright!” Milan clapped his hands, excited to wrap up. If I had to give one piece of advice to new players in Italy and in Poland, I’d advise you to read the fine print. It doesn’t take long to educate yourself on the rules and regulations of the gaming house. It will help you make guided decisions and pick a legal casino for safe plays.
